How to Opt Out of SOCSO SKBBK (Lindung 24 Jam): Step-by-Step Guide

SKBBK (Lindung 24 Jam) is now voluntary for Malaysian employees, and PERKESO has opened the process for those who do not want it. This guide walks through exactly how it works.

Read this part first. The opt-out window runs from 13 July to 31 August 2026. If PERKESO receives no notice from you by 31 August, your participation is automatically activated. There is no deadline to stay in the scheme, only a deadline to leave it. Doing nothing keeps you in.

Before you decide, it is worth knowing what you would be giving up. We have set that out separately in what SKBBK actually covers. This guide assumes you have made your decision and simply need the process.

Who can opt out

Malaysian citizens and permanent residents: yes. Participation is voluntary, and you may submit a Release of Liability Notice.
Foreign workers: no. SKBBK remains mandatory, with no opt-out available.

What you are submitting

The document is the Notis Pelepasan Liabiliti, or Release of Liability Notice. It is a formal declaration that you choose not to participate in the scheme, that you understand you will not be entitled to its benefits, and that you will not hold your employer or PERKESO liable for any consequences arising from that decision.

It also asks you to confirm that the decision is made voluntarily, without pressure or coercion from any party. That clause exists for a reason, and it cuts both ways: no employer should be filing this for you, and no employer should be pushing you to file it.

Step by step

Go to the LINDUNG Faedah portal at lindungfaedah.perkeso.gov.my.
Sign up, or log in if you already have an account.
Open the selection form (Borang Pilihan) for Lindung 24 Jam.
Select your employer. If you work for more than one employer, each will be listed separately with its employer code, and you choose which the notice applies to.
Read the declaration and tick to confirm that you choose not to participate, that you understand you will not receive the scheme's benefits, and that you will not hold the employer or PERKESO liable.
Confirm the decision is voluntary, then submit (Hantar).

What happens after you submit

Your deduction stops once the opt-out has been processed. It does not stop the moment you decide, so expect it to continue on any payroll run that closes before then.
You will no longer be entitled to any Lindung 24 Jam benefits: medical treatment, temporary and permanent disablement benefits, dependants' benefit, funeral benefit, rehabilitation, constant-attendance allowance, or the education benefit.
Your other PERKESO protection is unaffected. Employment Injury and Invalidity cover, which your employer contributes to, continues exactly as before. Opting out of SKBBK only removes cover for accidents outside work.

If you do nothing

You stay in the scheme. PERKESO has confirmed that participation is automatically activated for any employee from whom no notice is received by 31 August 2026. The 0.75% continues to be deducted, and you remain covered.

This is the point most people have missed. "Voluntary" does not mean the deduction stops by itself. It means you now have a choice, and if you do not exercise it, the default is to remain a participant.

For employers

Your role here is narrow, and it is worth being careful about.

Keep deducting by default. Do not stop the 0.75% for local staff on the assumption they will opt out. Stop only once an opt-out has actually been processed.
Do not submit on an employee's behalf, and do not lean on staff either way. The declaration explicitly requires the decision to be free of coercion.
Do tell your staff the deadline exists. Many assume the deduction will simply stop now that the scheme is voluntary. A short, neutral internal note is the most useful thing you can send this month.
Keep deducting for foreign workers regardless. They have no opt-out.

PERKESO has not published a re-entry mechanism as part of the opt-out announcement. If this matters to your decision, check with PERKESO directly before submitting the notice.
